[MITgcm-support] Recommended NetCDF libraries

Nothing has changed w.r.t to netcdf and using a new version of the library is not likely to help.

have a look at the error messages in genmake.log to debug the problem.

When the test in genmake2 fails the netcdf support is automatically turned off, but the model still compiles and runs, just without netcdf i/o.
