[MITgcm-support] tidal forcing and wind forcing

@Dimitris: We are trying to impliment the tides as customized in
MITgcm/verification/seaice_obcs/input.tides.
 Also, we are trying to sort out the error in EXP_1 and EXP_2. I will get
back to the discussion after we get some positive results.
