[MITgcm-support] restoring toward 3D T/S climatological fields

Hi Olivier,

This 3-D relaxation for T,S, or for U,V or any passive tracers
is available through the use of pkg/rbcs.
You can take a look at verification experiment "exp4"
which uses pkg/rbcs (for salinity).
