[MITgcm-support] pickup OBCS without exf, cal

Hi David,

Thansk for the repport.
I think I know where the problem is (since I changed recently
some of the OBCS initialisation to get Orlansky to restart
correctly, and it's likely my changes which are not right). 
I will run some tests and check-in a fix later today or tomorrow.
