[MITgcm-support] obcs and seaice

Hi Tom,

I think it should work in a similar way, although you have also 
ice-velocities in addition to the ice-classes (which should behave as 
passive tracers, subject to the ice velocities?). Also, the seaice-pkg 
uses a B-grid, so that the actual routines may look a little different.
