Here are some possible ways to fix it or get around the problem:

 easy:
 - maybe there is a "-traditional" switch for your current CPP
   that fixes things
 - maybe there is another (perhaps GNU?) version of CPP somewhere
   on your system that has the "-traditional" option

 harder:
 - get a sysadmin to install GNU CPP on that machine
 - install it yourself in your home directory

 ugly, hack-ish fix that might or might not work:
 - run the genmake2 and "make depend" stages on a different 
   (eg. Linux) system that has a good CPP and then tar up the 
   entire directory structure and move it over to your Alpha
   for the final "make" stage
