[MITgcm-support] Genmake2 behaviour

I just tried ../../../tools/genmake2 -mods=../code in solidbody.../input/
and it tells me I didn't specify a compiler. Can we change this to use a
preferred compiler when there is one.
Preferred order ifc g77 pgf77 f77.

When I use -fc=ifc it then complains about not specifying a C compiler. Can
we have a -cc option for cmd-line override and have a logical preferred
order as for FC.
