[Mitgcm-support] MITgcmUV checkpoint32 and ecco_c32_e1

Dear All,

finally, a new mitgcmuv checkpoint is out, 
tagged checkpoint32, under models/MITgcmUV
together with a new ecco checkpoint, 
tagged ecco_c32_e1, under development/heimbach/ecco_env

Major features are:
1. for both:
-----------
o Regrouping of scaling of external forcing fields 
  to one place to avoid future confusion
o KPP: many modifications and fixes.
o A 1 month verification test for KPP in the North Atlantic box
  (results are identical for both mitgcmuv and ecco).
o Changed code for impldiff to reduce TAMC-related storage.
  (by 1/2 for the North Atlantic box test case).
o GMRedi, changes to comply with packaging structure.

2. for ECCO:
-----------
o cal: 3 minor fixes
o autodiff: fixes in active_file_control
o exf: update to changes in scaling procedure
Code should run smoothly through TAMC.

A list of outstanding work & problems and actions will follow.
