[Mitgcm-support] 99-00 forcings and 97-98 forcing updates

The model forcings for the year of 1999 (complete) and 2000 (upto day
335, end of November) have been prepared. They are available in
alhena:/tmp/odap/forcing_realtime as well as
hpss:/home/tonglee/forcing_realtime. The forcing files for 1997 and 1998
are also updated for the following reasons: Recalled that at the end of
a forcing file of each year, records from the first 6 days of the
subsequent year were appended to allow the model to integrate to "day
370" and compute the 10-day average for day 361-370. If the subsequent
year's forcings are not available, the last record of the current year
is replicated to make up for the 6 extra days. The end of forcings files
for 1997 and 1998 have now been updated for these extra records (from
the beginning of 1998 and 1999, respectively). This update does not
affect the model run and checkpoints files. However, it does modify the
last 10-day average (day 361-370) of 1997 and 1998. Therefore, please
ignored the last 10-day average of 1997 and 1998 in your analysis.
Alternatively, we could redo the last quarter of 1997 and 1998 to
correct for them.
