[MITgcm-devel] change to ctrl_set_pack_xy for default weighttype

Hi those concerned with pkg/ctrl:

Recently ctrl_pack and ctrl_unpack have been changed to require

xx_genarr2d_weight

to be set through data.ctrl when using the genarr2d control, and similarly
for gentim2d. This is new, and it now changes ctrl_set_pack_xy.F, causing
an input file which I did not previously provide to be read in order to
initialize the weight array (line 145 of ctrl_set_pack_xy.F).

I would like to change ctrl_set_pack_xy.F and ctrl_set_unpack_xy.F to not
read an input file (and instead construct the weight array through a
do-loop, which is the functionality I used before, if the weighttype string
is set to a default value ('wunit'). Please let me know if this will
interfere with anything.
