What happens if we add the same variable twice using

 CALL MNC_CW_ADD_VNAME('xC','Cen_xy_Hn__-__-',3,4,myThid)
 CALL MNC_CW_ADD_VNAME('xC','Cen_xy_Hn__-__-',3,4,myThid)

We will encounter this repeatedly as people start building there mnc based
I/O.
Should we allow it and do you test for this within MNC?
