Hi Ed and JMC,

 OK - so I'm in a make annoying comments mode today, sorry!


 1. how come ini_mnc_io.F came back into pkg/mnc. I thought we'd agreed to
leave it in model/src. Alistair is right that this does not really belong in
the package (unless he's change his mind in which case he's wrong).


 2. I don't see much sign of protex and structured comments in mnc_
routines. It will be hard to get our contributors to use the comment and
in-code documentation practices if we don't use them!
