[MITgcm-support] make the windspeed bin file in dic package

Hi, 


    When reading the wind speed file as input in dic package, the error message in the slurm file said “ forrtl: severe (36): attempt to access non-existent record, unit 9”. Is there any formate for the wind speed bin file?
