[MITgcm-support] SEAICE_mcPheePiston

I was looking into the parameterization of the ocean-seaice turbulent flux
(a_QbyOCN) and I was wondering what was the origin of SEAICE_mcPheePiston
= MIN( SEAICE_mcPheePiston, drF(kSurface)/SEAICE_deltaTtherm ) defined
in seaice_init_fixed.F.... is that for numerical stability? Also, what is
the meaning of the MCPHEE_TAPER_FAC?
