[MITgcm-support] using H&J '99 param for shelfice

Hi Dan,

you also need SHELFICEuseGammaFrict = .TRUE.
shelficeFreshWaterFlux is not a runtime parameter but a 2D field in the code.

If in doubt consult SHELFICE.h for an explanation of the runtime parameters.
