[MITgcm-support] Tracer Reset

I created an option to do exactly this in data.ptracers called  
ptracers_reset_freq. I also added ptracers_reset_phase. This is very  
useful in my opinion.

Jean-Michel, I can check these into the main cvs if you think that is  
a good idea.
