[MITgcm-support] the depth of bottom U and V velocity

The velocity is constant over the face of a C-cell.
For stress computations (vertical viscosity), vertical gradients are computed as if the velocities were at the center of the face, so in your example 5m from the cell edges (and the bottom), see pkg/mom_common/mom_u_rviscflux.F
