I suggest to try:
 pickupStrictlyMatch=.FALSE.,
in the 3rd namelist (PARM03) of parameter file "data"
(see, e.g., verification/ideal_2D_oce/input/data)
This should allow you to restart from an Hydrostatic pickup.
