[MITgcm-support] Obcs problems

I'm not a specialist, but if -DALLOW_OBCS wasn't included in the allowed 
stuff of your Makefile, you could't even use #define ALOW_OBCS.

So /if I got it right/ there are 3 levels :

useOBCS = .TRUE. in /data.pkg/  needs =>  #define ALLOW_OBCS in 
/CPP_OPTIONS.h/  needs  =>   -DALLOW_OBCS in the Makefile.
