[MITgcm-support] Missing GW.h for flt package

Hi Jordan,

this refers to the float package, which we haven't used in a while,
and which isn't part of our daily test suite, unfortunately.

We'll look into it.
It's related to some re-organizations of common blocks.
So might be relatively easy to fix.
