After this step, did you do the build cycle again? As far as I understand, 
the package.conf is used to generate PACKAGES_CONFIG.h in your code 
directory, which causes your error mesg:

> **WARNING** CONFIG_CHECK useMNC is TRUE and #undef ALLOW_MNC

You need to rebuild your code to have that to take effect.
