[MITgcm-support] OBCS docs

ed:
i/ve struck out on my own by modifying the plume_on_the_shelf experiment to simulate
the lock exchange problem. the input fields are good, but something 'creeps' in 
on the left boundary and i need to look at OBCS options and settings.

i found data.obcs, but that only lists some switches and values.

i could not find documentation or help in setting up the OBCS.

also, what is the general scheme for trouble shooting when something goes awry?
i read the output.txt file.

so,
1) OBCS docs
2) trouble-shooting heuristics.
