[MITgcm-support] mitgcm on cygwin

Tapani, thank you for very helpful suggestions regarding mitgcm and
cygwin.  I will beg Ed Hill to add this capability to genmake2.

Ed, would it be difficult to add a cygwin flag to genmake2 that uses
.for instead of .f extensions.  You can detect a cygwin machine with
uname.  Also are there still any files or directories called "aux"
in the code?
