[MITgcm-support] Rapid voteon EXF_OPTIONS.hversus EXF_CPPOPTIONS.h

I did look at it already - I successfully converted it to use an
EXF_OPTIONS.h before this email thread. lab_sea also. I simply put all the
EXF options in EXF_OPTIONS.h and the CAL options in CAL_OPTIONS.h.
ECCO_CPPOPTIONS.h didn't have anything left it.

I'll hold off commiting these conversions 'til we've debated this tomorrow.

You don't have to use the ECCO stuff,
but still use this header file.
As I said, look at
verification/global_with_exf/
