I'm able to access both of these without any problems from my laptop
using both browsers and wget and from various other servers (eg. eh3.com
located on the West Coast) using wget.  So the problem with these two is
in all likelihood happening on your end.

This was due to the httpd server settings and the lack of an "index"
file within that directory.  I've fixed it by adding auto-indexing to
all the directories within the $DocumentRoot/projects tree.
