 Definition of RELEASE 1 is whatever we 
agree it should be! Heres my thinking
- please feel free to comment.

 I think R1 should be things we know
work and that are "complete" and
that are "mainstream" and that are
"stable". "mainstream"
probably means more than one person 
is using them and at least one person
outside the gang of four (Alistair,
Jean-Michel, Patrick, Chris). 

 I want R1 to include the key innovations
e.g. AD differentiation, hydrostatic <-> non-hydrostatic,
lopping, basic isomorphism, cluster scaling. 
Main thing outstanding in that list is 
the showcase AD experiment.

 I would like R1 finalised and announced by
April 20th.

 R2 will be 9-12 months time.

c37 has changes related to atmos. work.
These include intermediate steps toward
a non-linear free-surface. Scalings related
to modified representation of pressure
terms etc... c38 will include items related
to the cubed-sphere, more isomorph/atmos. stuff.

All these are relevant to a broad audience but it
will be some months before they are mainstream.
Some things in c38 should be "mainstream" e.g.
numerics for high-resolution simulation, 
these probably should be in R1 if possible.
