Hi Dimitris,
it seems to me that it's OK to move EXTERNAL_FORCING_SURF
to the place you mentioned.
However, there are two issues to watch:
1. in conjunction with KPP the surfacetendency? fields
need to be stored (cf. CADJ STORE block in thermodynamics).
2. When using open boundaries, and SST/SSS relaxation
it might be that e.g. the THETA-SST terms contain
wrong values at the boundaries
(not sure, I'd have to check).
Point 2. may, in fact, give a NOT OK to your question.
