[Mitgcm-support] new tags

Hi there,

I've tagged
- on the MAIN branch checkpoint51 (differentiable)
- on the ecco-branch ecco_c51_e34

Issues/caveats (mostly on ecco-branch):
- ecco-branch has SIO's new cost terms
- cost_weights has Jakes modif's
   which probably differ from the "standard" ecco weights
- ecco-branch has Jakes new obcs code
   I've started a verification exp. for obcs,
   but something is still wrong here (even in forward)
- most packages are in sync, in particular AD-related
   autodiff, ctrl, exf, grdchk;
   Explicitly kept separate are
   cost, ecco, obcs
