[Mitgcm-support] patch5 sea-ice model update

Chris, in case anyone at MIT is using Jinlun's sea-ice code,
I have merged an updated copy of the sea-ice code with release1_patch5.

There was a bug with the release1_beta1 implementation, which caused sea-ice
thickness to oscillate during initialization and which is now fixed.

The updated code is in /ocean/data4/dimitri/release1_patch5_withice.tar.gz

There is a small, sea-ice test case under "verification/lab_sea".
