[Mitgcm-support] modif's

After checking back with Jean-Michel,
I'll check in a few purely adjoint related modif's
to avoid some storing related to initial flux controls.
I'll bracket them by tags.
Only affects the_main_loop.F, forward_step.F,
checkpoint_lev*.h
