Yes.  In option 3) the sea-ice model inputs will be atmospheric state, runoff,
and open-ocean estimates of fluxes (from EXF_GETFORCING or from some other
package or combination of packages), which it would then combine with sea-ice
dynamics/thermodynamics to output final flux estimates.
