Tom, are you using the SEAICE_EXTERNAL_FLUXES option?  If so, the fluxes in
the Gulf of Mexico should be identical to those generated by pkg/exf alone.
If not, they will be different as the bulk formulae of pkg/seaice are
different from those of pkg/exf.  In the later case, you may be close to a
stability limit, and the difference in the two bulk formulae sufficient to
send the model over the brink so that you would need to reduce time step.
