Chris, to rephrase Tony's question, he is asking why are the averaging
intervals of uVel and vVel offset by half a time-step from that of wVel?

This is the case both in the older style diags/src/*_time_averages.F routines
as well as in the newer pkg/timeave/timeave_statv*.F

My guess is that this was a minor bug in the old averaging routines, which has
been carried through to the new time-averaging package.
