[Mitgcm-support] Comment on c32 (write_state.F)

Comment on c32:

write_state.F changed between c31 and c32 so that
multiple snapshots (in time) appear as records in a
single file. I like this as an option but
we ought to retain the old format (one file
per snapshot) for the existing example experiments.

Can we introduce a run-time option which defaults to
multiple files for backwards compatibility?
