[Mitgcm-support] initialise_fixed

Hi,

In initialise_fixed :
I'am going to move INI_LINEAR_PHISURF and INI_CORI
after the packages initialisation (boot+readpar+fixed).
advantages: 
1) I prefer.
2) we will have the same sequence of calls at the end of 
   initialise_fixed and at the beginning of initialise_varia:
   INI_LINEAR_PHISURF, INI_CORI, INI_CG2D, INI_CG3D
3) and if it works like this, we can (later) keep those calls only 
   in initialise_varia (since they have to be there for TAF).

Is it OK for you Patrick ?
