R_low is re-computed from the 3D-field hFacC, so that if 
hfacC is zero (every where), seems  logical to have R_low = 0
Byt then, why hfacC = 0 ?

There are 4 ways to specify the minimum thickness:
hFacMin, hFacMinDz, hFacMinDr, hFacMinDp.
Can you tell us what kind of hFacMin do you specify in the 
parameter file "data" ?
