Fixed the obcs_ctrl test by updating
verification/obcs_ctrl/code_ad/OBCS_OPTIONS.h
but not ideal.

Anyone who uses OBCS_SPONGE options in their setups would
have to update OBCS_OPTIONS.h because of finer-grained controls,
so the change is not backward compatible with existing setups.

Let me fiddle with runtime parameters instead to see if I can make
the change backward-compatible without breaking adjoint.
