[MITgcm-devel] seaice code

Hi,

I am done with this. I also added a local version of SEAICE_SIZE.h
in verification/offline_exf_seaice/code with MULTDIM=1
so that it can read the pickup file (and pass the restart test,
which failed last night for this experiment).
