Yes, MULTICATEGORY is now always on and controlled by a runtime parameter.
I've gone ahead and taken care of the ITD-related SEAICE_MULTICATEGORY cleanup.

Sorry, I missed the clean up discussion. Is MULTICATEGORY now standard, i.e. always "on"?
