[MITgcm-devel] once again: ctrl + obcs

Hi Martin,

I have never used CTRL_PACK_PRECISE so I won't cry if you remove it.   
I do see its value, however, as the preconditioning of the obcs  
gradients near shore (in boundary regions)  likely should be different  
than in the interior.  Perhaps we can just clean it up...

I have no issue with removing NO_CONTROL_BAROTROPIC_VELOCITY
