Hi Martin,

I am going to check-in some changes in pkg/obcs:
-fix for OBCS_BALANCE (it's only the 6th time that a change is made to 
 obcs_calc.F to fix OBCS_BALANCE; but I think this time is the last one:
 I will move the "balance" code to a specific S/R).
-add a OBCS monitor.
I don't think it will change the description you plan to add,
but just so that you know.
