Hi,

Since we always have to send emails with the same type of instructions
each time a new user is given the permission to check-in things,
I added a subsection to the devel_HOWTO stuff:
3.3. Developer settings (in section CVS Repository)
http://mitgcm.org/public/devel_HOWTO/devel_HOWTO_onepage/

I don't know if it's all accurate or if something is 
missing or how usefull it is. But if you can take a look 
and send your comments (or fix directly:
> MITgcm/doc/devel_HOWTO.sgml
if something is wrong).
