Hi Martin and David,

I propose that we leave things as they are now, until Stephanie
& David come back. After all, dic_init_fixed is called directly 
from packages_init_fixed since Aug. 2005, so this one could
probably wait a couple of weeks.

PS: I changed my mind about getopt.h, it's checked-in,
and it seems to work for me ... on platforms that have a getopt.h !
