[MITgcm-devel] seaice obcs memo

Two things for someone to do if Greece doesn't qualify
for Euro 2008 (which they won't):

1. move seaice obcs code from obcs to seaice.

2. replace all obcs_apply_{insert_seaice_var_here}.F files
    by one single generic routine
    (only need to add obcs index var to parameter list).

(oh, oh, no Retsina for me tomorrow).
