[MITgcm-devel] pickup for pkg/obcs

Jean-Michel or Patrick, why do we bother writing and reading pkg/obcs pickup 
files?  Michael noticed that the pickup files don't appear to be needed, at 
least not when we use OBCS_PRESCRIBE.  Can I remove?
