[MITgcm-devel] spikes in heatflux/icegrowth/empmr

As discussed on the phone, the problem goes away when I set  
SEAICE_availHeatFrac=1/3days, which is what Ian Fenty (and Miles  
McPhee, for that matter) has been suggesting for a long time.
