Jean Michel, I like all of your suggestions.  Let me summarize and expand upon 
what you said to make sure that I am on the same page with you:

1) We switch pkg/diagnostics SFLUX back to the way it was pre 7 nov 06.

2) We add two new pkg/diagnostics: surfaceForcingT & surfaceForcingS, with, for 
convenience, some TBD conversion factor.

3) We leave exf and bulkf diagnostics untouched.

4) We write a little explanation of how the various dumpfreq, timeave, and 
pkg/diagnostics surface forcing diagnostics are related to or differ from each 
other depending on the various surface forcing options.

5) Finally, we decide whether to leave or to remove redundant diagnostics in 
pkg/thsice and pkg/seaice.

Is that more or less what you have in mind?
