[MITgcm-devel] negative diagnostics freq

Jean-Michel, thank you for clarification.  Now that you explain the 
motivation, the way that pkg/diagnostics is implemented right now makes 
perfect sense to me and no need to change it.  Sorry for being a pest 
due to my ignorance.

Not a high priority, but I agree that at some point in time it would be 
nice to have the phase/frequency option "and" the option to specify 
diagnostic dumps in terms of "seconds" not timestep.  I also find myself 
consantly changing data.diagnostics back and forth because of the 
existing "timestep" convention.
