you explained it correctly.  I did not think very much before replying.
Problem that I have noted is excessive eta variability over Arctic
continental shelf and Sab Kim and others have seen this problem as a
ring of variability around semi-enclosed shallow seas.  So maybe
rStar/hFac bug is not the culprit.  Maybe it is the bottom boundary
layer formulation ... or something else?
