[MITgcm-devel] remove ALLOW_PASSIVE_TRACER code

Hi folks,

I just spoke with Steph, Jean-Michel, and Patrick about the "tr1" code
(that is, the "ALLOW_PASSIVE_TRACER" bits).  So far, everyone agrees
that its obsolete and should be removed.

If you think that it should remain, please speak up now.  Otherwise,
I'll start removing it in on Friday.
